We had hoped that Montenegro would be our final Mediterranean frontier. When we sailed on Swept Away, our Hallberg-Rassy 46, we skipped Montenegro's coast for its lack of cruising facilities. Alas, unlike anywhere else we've been, Montenegro requires an active captain's license. Art's license (with its very stringent US requirements) had lapsed, and no amount of begging got us anywhere with the Montenegran authorities. We went to Albania instead.
